It was learned from the Ministry of Industry and Information Technology that the "Electric Vehicle Power Battery Recycling Technology Policy (2015 Edition)" (referred to as "Policy") has entered the stage of soliciting opinions and is released soon. The industry believes that the "Policy" clarifies the main body of recycling responsibility, solves the bottleneck problem of commercialization of battery recycling, and has huge potential market space.

The "Policy" was jointly formulated by the National Development and Reform Commission and the Ministry of Industry and Information Technology. The person in charge of the department said that the purpose is to guide the relevant enterprises to rationally develop the production and recycling of electric vehicle power batteries, and establish a power battery recycling system linked by upstream and downstream enterprises.

The products applicable to the Policy are batteries that provide energy for the electric vehicle powertrain, consisting of a battery pack (group) and a battery management system. Including lithium-ion power batteries, metal hydride nickel power batteries, etc., does not include lead-acid batteries.

Data show that by the end of 2014, China's new power car ownership has exceeded 120,000. The rapid growth of the number of new power vehicles also indicates that the recycling of power batteries has a broad market. China Automotive Technology and Research Center predicts that by 2020, China's electric vehicle power battery cumulative scrap will reach 120,000 to 170,000 tons. Despite the huge potential market space, the lack of clarity in the main body of responsibility limits the commercial value of battery recycling.

At present, China's vehicle power battery recovery application mainly involves battery producers, vehicle companies, recovery companies, consumers and other related entities. Because of the lack of relevant laws and regulations, the main body of responsibility for the recovery and utilization of vehicle power batteries is not clear. Expand the primary obstacles to the recovery of the use of power batteries for vehicles.

To this end, the "Policy" clarifies that the power battery recycling implementation of the producer responsibility extension system, electric vehicle manufacturers (including importers, the same below) should bear the main responsibility of recycling and utilization of electric vehicle waste battery, power battery manufacturers should bear electric The main responsibility for the recycling of used power batteries outside the after-sales service system of automobile manufacturers.

This means that most electric vehicles are responsible for the recovery of power batteries in electric vehicle manufacturers. “In our traditional production concept, producers only take responsibility for the environmental pollution that occurs during the production process.” Industry insiders said that the producer responsibility extension system emerged in Europe in the 1990s, and used in capital induction and disposal. The treatment has achieved great results. Under the producer responsibility extension system, the producer is obliged to assume environmental protection duties throughout the product life cycle.
