Dye industry completes first batch of product registration of REACH regulations

In the close cooperation between the China Dyestuff Industry Association and Shanghai Tianxiang Quality Technical Service Co., Ltd. and the dye production companies, the first 173 dyes, organic pigments, printing and dyeing auxiliaries and other products successfully completed pre-registration. The pre-registered products have obtained the export transition period of 2-9.5 years respectively. The first enterprises to obtain product pre-registration numbers are Hubei Hualien Dye Industry Co., Ltd., Jiangsu Taifeng Chemical Co., Ltd., Tianjin City Dye Chemical Co., Ltd., Shanghai Jiehong Pigment Chemical Industry Group Co., Ltd., Jiangsu Wucai Fine Chemicals Co., Ltd., and Jiangsu Shuangle Chemical Pigment Co., Ltd., Beijing Dyestuff Factory, Shanghai Huayuan Industry Corporation, Gansu Xinhengda Chemical Co., Ltd., Penglai Xinguang Pigment Chemical Co., Ltd., Suzhou Sanwei Dyestuff Chemical Co., Ltd., Zhejiang Kesheng Dyestuff Chemical Co., Ltd. 23 Home member units. Due to the sober assessment and understanding of the impact of REACH, the Dye Association has always responded to the REACH challenge as a key task related to the development of the dyestuff industry and has actively taken action. In September 2007, based on the consideration of the interests of its members, the China Dyestuffs Association took the lead in establishing a better service for its members and took the lead in establishing a pre-registration/registration fee. In order to help companies better understand this work and successfully carry out product pre-registration, the China Dyestuff Industry Association held a conference on EU pre-registration of chemical substances in Shanghai from November 28 to December 1, 2007, for all participants. The representative of the unit issued the “Registration Form for Pre-registration of Chemical Substances in the EU” and explained in detail the filing of the forms. At the second session of the sixth session of the Council held in Weifang, Shandong Province in late February 2008, the Association conducted a summary of the progress of this work, and urged everyone to complete the form as soon as possible, which further strengthened everyone's attention to pre-registration. In response to the active response of domestic dyestuff companies and the active participation of member units, as of July 17, 2008, the China Dyeing Industry Association received a total of 62 application forms for member units, with a total of 878 products. These products were summarized by the association and reviewed by experts after preliminary examination. They were handed over to Intertek Corporation in batches. After Intertek checks and translations, they were submitted to the EU in batches for pre-registration. The pre-registration number of the products declared by each member unit All will be obtained in batches.

According to the requirements of the European Union's REACH Regulation, all pre-registration work should be completed during the period from June 1st to November 30th, 2008, for all chemical substances exported to the EU. If no pre-registration is obtained and the pre-registration number is not obtained, then the company's products will be exported. Europe will suffer. After pre-registration, according to the difference in the number of exports, product testing, evaluation, and formal registration can be carried out in stages. That is, chemical substances with an annual export volume of more than 1,000 tons are registered before November 30, 2010, and a two-year transition period can be obtained. Chemicals with an annual export volume of 100-1,000 tons must be registered before May 31, 2013, and a 4.5-year transition period can be obtained; annual exports of 1-10 tons and 10-100 tons of chemical substances are to be The completion of the registration on May 31, 2015 will result in a 9.5-year transition period. In addition to the pre-registration of products, it is possible to obtain a 2- to 5-year export transition period, which can also allow companies to increase their export opportunities and increase the visibility of their companies and products. Therefore, when EU chemicals pre-registration/registration is not to be treated, as the main body of laws and regulations, companies still have a lot of preparation work to do. We must pay close attention to this.

The most important task for companies that have not yet done pre-registration is to communicate with upstream and downstream customers as soon as possible, to conduct early analysis of the products exported to Europe, to understand the total number of products exported to Europe, to master the formula of the materials used, and to identify their own products. Or whether the downstream manufactured product contains a list of REACH chemical substances, whether registration is required, information required for registration, and so on. Because even if only pre-registration, the company's preparation work is not easy, the first thing to provide is the company's basic information including company name, contact person, and contact information. The second is the basic information of the substance, including the content of the active ingredient and the concentration of impurities, and finally the CAS number/EC number of the active ingredient of the chemical substance.

Pre-registration of the REACH Regulation is equivalent to obtaining a permit for the EU market within a certain period of time. Within this relatively long period, companies can see clearly the direction of the market and decide whether or not formal registration is required. At the same time, after pre-registration, enterprises can achieve data and data sharing before the formal registration of enterprises that have registered the same substance, discuss expenditure sharing schemes, and reduce formal registration costs.

The EU chemical substance pre-registration application form of the member units will also be submitted to the dye associations one after another. The association will surely continue to do a good job in this area and help all member units complete the pre-registration work.
