The State Council decided to support enterprises from six aspects to strengthen technological transformation

Premier Wen Jiabao of the State Council presided over the executive meeting of the State Council yesterday (6th) to study the technological transformation of enterprises and to deploy further medical security issues such as the closure of bankruptcy of state-owned enterprises and retirees. At the same time, this year the central government will arrange a special technical reform fund of 20 billion yuan in the form of loan interest subsidies. According to the industry adjustment and revitalization plan, it gives key support to six areas.

The meeting pointed out that strengthening technological transformation of enterprises is an important part of the plan to respond to the international financial crisis and promote stable and rapid economic growth. In the previous stage, the relevant departments actively promoted the technological transformation of enterprises in accordance with the deployment of the Central Government, and the overall progress was smooth. The investment in the central technological transformation has reached enterprises in succession and has played a positive role in boosting market and corporate confidence, expanding domestic demand, and promoting industrial upgrading.

The meeting stressed that to strengthen technological transformation of enterprises, we must adhere to the combination of structural adjustment, transformation of development methods, independent innovation, corporate restructuring, and strengthening of enterprise management. According to industrial adjustment and revitalization plans, we will give priority support to the following six aspects:

The first is to support key industries such as steel, non-ferrous metals, petrochemicals, light industry, textiles, food, and other industries to speed up R&D, adjust product structure, and develop a recycling economy.

The second is to rely on national key construction projects to promote the independence of major technology and equipment, and improve the level of basic accessories and basic technology.

The third is to develop new energy vehicles, support the development of key technologies such as energy saving, environmental protection and safety, and develop key assembly products that fill the gaps in the country.

The fourth is to support integrated circuit design and advanced production line construction, new display and color TV industry transformation, TD-SCDMA and other next-generation mobile communications equipment R&D and production, computer R&D capacity building and next-generation Internet promotion applications, supporting the accelerated development of software and information services.

Fifth, vigorously develop key components of wind turbines and nuclear power key equipment and key components.

Sixth, it supports the development of multi-modal transport, transshipment facilities, and urban and rural logistics and distribution projects in the logistics industry.

To this end, this year, the central government has arranged a special technical reform fund of 20 billion yuan in the form of loan interest subsidies. After the project is implemented, it is expected that it will directly drive the whole society to invest 460 billion yuan. The meeting requested that we must further increase the preparatory work of the project to ensure the quality of the project; publish the catalogue of technical reform projects to the public, strengthen supervision and inspection of project implementation, improve and improve project management, and improve the efficiency of fund use.

The meeting pointed out that properly addressing the issue of medical security for retired workers in closed and bankrupt state-owned enterprises is an important measure to deepen the reform of the medical and health system and promote the construction of the basic medical insurance system for urban employees and urban residents, in response to the international financial crisis, expanding domestic demand, and stimulating consumption. It is of great significance to promote growth and improve people's livelihood. The meeting required all localities to take effective measures and raise funds through multiple channels. By the end of 2009, all retirees from bankrupt state-owned enterprises will be included in the basic medical insurance for local urban employees. At the same time, it will make overall plans to solve the problem of medical security for those uninsured employees in other cities and towns, such as the closure of bankrupted collective enterprise retirees and employees in difficult enterprises. To this end, the central government newly arranged a one-time subsidy of 42.9 billion yuan. The meeting emphasized that all regions and relevant departments must strictly implement responsibilities, strengthen supervision and inspection, and ensure that tasks are completed on schedule.

The meeting reviewed and approved in principle the "Regulations for Basic Surveying and Mapping (Draft)" and "Measures for Payment of Remuneration for the Broadcasting of Radiographed Products by Radio and TV Stations (Draft)". It was decided that after the two drafts were further amended, the State Council announced the implementation of the draft.
