China Mining News reporter learned at the meeting that China's first soil remediation industry fund “easy to repair brownfield industry fund” is expected to land within the year.

It is understood that the fund is jointly owned by Beijing Easy Repair Ecological Technology Co., Ltd. (hereinafter referred to as “easy repair”), Energy Saving Land Environmental Restoration Co., Ltd. (hereinafter referred to as “China Energy Saving Land”), and Botian Environmental Group Co., Ltd. (hereinafter referred to as “ 7 companies including Shandong Xinhong Dadi Environmental Protection Technology Co., Ltd. (hereinafter referred to as “Xinhong Dadi”) and Wuhan Urban Environmental Engineering Technology Co., Ltd. (hereinafter referred to as “Wuhan Urban Environmental Protection”) jointly established the total scale. About 10 billion yuan, the first fund is about 1 billion yuan. At present, a major investment project has been identified, namely the establishment of a national-level soil remediation ecological technology industrial park in Xuzhou. The fund side and the Xuzhou Economic and Technological Development Zone are negotiating specific plans for investment.

According to relevant experts, in 2017, the soil remediation market is expected to reach 20 billion yuan. During the "13th Five-Year Plan" period, the market is expected to exceed 100 billion yuan. In the medium and long term, the scale of repair can reach one trillion yuan. The first phase of the easy-to-repair brownfield industry fund will promote the rapid and healthy development of the industry from the capital level.

At the conference, Huang Jinlou, an associate researcher at the Research Center for Eco-Environmental Sciences of the Chinese Academy of Sciences and founder of the easy-to-repair ecological platform, said that heavy metal contaminated soil remediation is the top priority of China's current soil pollution prevention and control. Experience and problems encountered need to be sorted out in time.

Liang Wensheng, a professor at the School of Life Sciences at South China Normal University, said that the national total point of soil over-standard rate was 16.1%, both of which suffered from different levels of heavy metals and organic pollution. Mining wasteland was the main source of heavy metal pollution. He emphasized that it is of great practical significance to control the heavy metal pollution in mining wasteland through ecological restoration. There are two traditional methods for ecological restoration of mining wasteland: topsoil restoration technology and overlying vegetation technology; due to the high cost of these two technologies, exploring the third ecological restoration technology-direct vegetation technology is a hot spot in international research. For heavy metal metal mining wasteland, due to its high heavy metal toxicity and extremely strong acidity, direct vegetation technology without covering soil has always been considered a major challenge in the field of pollution and restoration ecology. From the theory of ecosystems to comprehensively examine the ecological restoration of mining wasteland, related problems can be solved.

Gu Qingbao, a researcher at the Chinese Academy of Environmental Sciences, said that at present, the key work of soil pollution prevention and control is to carry out national soil pollution assessment, highlighting the detailed investigation of soil pollution in the country, and at the end of 2018, the area, distribution and impact on agricultural products of agricultural land are identified. By the end of 2020, we will grasp the distribution of pollution plots and environmental risks in the land used by enterprises in key industries. Department coordination and local work supervision should be promoted at the same pace, and the “Measures and Assessment Methods for Implementation of Soil Pollution Prevention Action Plan” will be issued to build a national soil environmental quality monitoring network. As soon as possible to improve the construction of laws and regulations, the soil pollution prevention action plan under consideration includes three major blocks: soil environmental management measures for contaminated land, soil environmental management methods for industrial and mining enterprises, and soil environmental management methods for agricultural land. Among them, the "Measures for Soil and Environmental Management of Industrial and Mining Lands" are being drafted. The "Measures" particularly emphasizes that the industrial and mining enterprises should record the pollution of land use before they stop operating.

In view of the fact that the relevant data of environmental monitoring by the land and resources department and the environmental protection department is not exactly the same standard, Gu Qingbao believes that due to the different division of responsibilities between the two departments, the focus of environmental monitoring is not the same. The land and resources sector is more inclined to pay attention to ecology, while the environmental protection department is more sensitive to pollution and subsequent rehabilitation.

The conference also put forward the slogan of “Beautiful China, starting from the Pure Land”; it also focused on the discussion and exchange of the mine field, the legacy of heavy industrial enterprises and the treatment of heavy metal contaminated soil in farmland.
