Special measures for the use of electric welding in underground coal mines

To strengthen coal mine safety in production, adhere to the "safety first, prevention first" approach, to ensure safety in the production process or in the maintenance of equipment, especially the development of this measure:

Second, preparation before construction

(1) Ground construction preparation

1. Check the gas cylinder. Must be carefully checked, check the oxygen cylinder, acetylene bottle valve closed tight and no leakage, oxygen, acetylene enough, pressure load to meet the requirements, and carefully count the amount received.

2. Check the gas cutting device. The air pipe, pressure reducing valve, barometer, tempering preventer, torch, etc. must be carefully checked to ensure that the gas cutting device is intact and the air pipe and connection parts are not leaking.

3. The gas cutting device is loaded. Put oxygen, acetylene and gas cutting equipment into the mine car and prepare for the well. Oxygen bottles, acetylene bottles can not be installed in the same mine car, and not with other combustible materials, and large metal objects such as large pieces of waste rock mixed; trachea and other appliances may not loading transport, must be carried by hand to avoid crowded bad.

4. Entry requirements. The person in charge of the ground preparation work shall approve the gas cutting measures. After the personnel registration at the wellhead, the amount of oxygen, acetylene and the construction site, the wellhead inspection will be confirmed before the completion of the well.

(2) Underground transportation

1. Transportation route: ground → auxiliary inclined shaft → auxiliary transportation lane → construction site.

(3) Preparation of construction workers before entering the well

1. Requirements of construction personnel. Passed the training examination and passed the certificate, and equipped with protective equipment.

2. Fire source. The fire source is a lighter, which is carried by the person in charge at the site. When the fire source enters the well, it must carry the approved special gas cutting measures and register the fire source at the wellhead.

3. Construction site personnel must carry portable methane detector

4. The construction personnel are responsible for the inspection work before entering the well.

(4) Preparation for underground construction

1. Clean up the construction site. Clean the flammable materials within 10 meters from the work site and the front and rear ends. Clean the work site debris to prevent it from being tripped when manually handling materials, and carefully slide it.

2. Place the gas cylinder. The distance between the gas cylinder and the working place must be more than 10 meters, and the distance between the two cylinders should be no less than 10 meters. The gas cylinder must be placed vertically in a safe place and securely fixed to prevent dumping. It is strictly prohibited to roll on the bottom plate.

3. Prepare water and fire equipment. The working place should be equipped with 2 sets of 8kg dry powder fire extinguishers. The staff must understand the use method of the fire extinguisher; the construction site is equipped with a water supply pipeline, and the water is sufficient, and a special person is responsible for spraying water.

4. The preparatory work for underground construction shall be inspected and implemented by the professional vice president; the security inspectors shall be responsible for the inspection of construction safety facilities.

(5) Preparation before gas cutting operation

1. The personnel are in place. The person in charge of the site inspected the gas cutting operator, the on-site guardian, the sprinkler, the gas inspector, and the security inspector.

2. Set up security monitoring. The designated person is responsible for the safety supervision of the entire construction site.

3. Check the equipment before gas cutting. The gas-cutting operator will perform detailed safety inspections on the gas cylinder, pressure reducing valve, barometer, gas pipe, torch, etc., and confirm that the components are butted.

4. Sprinkle water on site. Sprinkle water from the sprinkler to the construction site to ensure wetting within 10m of the construction site.

5. Check the gas. The gas inspector inspects the gas concentration and ventilation conditions in the gas cutting work site and the surrounding 20m wind flow, and the gas concentration should not exceed 0.5%. Only when there is no gas accumulation at the top of the roadway within the inspection work site and the nearby 20m range can the gas inspector carry out Gas cutting operation.

6. Hang a portable methane detector at a distance of 3m from the top of the construction site to monitor the gas concentration in the wind flow at any time.

7. Please ask. After the construction person in charge, the security inspector, and the gas inspector jointly check and confirm that there are no hidden dangers, the construction person in charge reports to the dispatching room that the site preparation work is completed, and asks whether the dispatching room can start construction, and can be constructed after the permission of the dispatching room.

8. The inspection and connection work of the gas cutting facilities before construction shall be carried out by Luo Lock; the preparatory work before the gas cutting operation shall be carried out by the person in charge of the site; the gas inspector shall be responsible for the inspection of harmful gases before construction; the person in charge of construction, the security inspector and the gas inspector shall jointly inspect confirm.

Third, gas cutting operation technical requirements

1. During the construction process, the oxygen cylinder and acetylene bottle should be placed upright and fixed firmly. Do not roll on the ground. The air pipe must be straightened out and must not be squeezed or stepped on.

2, oxygen cylinders, acetylene bottles, pressure reducing valves, barometers, torches, gas pipes and connection parts must be sealed and sealed, air pressure gauges can be correctly indicated.

3. When the gas cutting operation is performed, the nozzle should be kept away from nearby cables and equipment as much as possible to avoid damage by gas cutting slag or flame during work. Adjacent mechanical parts that may be heated often sprinkle water to cool down to prevent damage.

4. During the construction, the gas inspector should thoroughly check the concentration of harmful gases in the wind at the working place every 5 minutes. When the gas concentration reaches 0.5%, stop the operation immediately and quickly cool the slag with water.

5. The portable methane detector hanged at the construction site is specially observed to monitor the gas concentration in the wind flow in real time.

6. During the gas cutting operation, the on-site guardian monitors the gas cutting operation in real time and strictly operates according to the regulations; the person in charge of the site often checks the construction site for inspection and finds that the abnormality is handled in time.

7. When the operator leaves the job site or suspends the operation, the gas cylinder valve must be closed in time, and a special person to look after the equipment; the gas cutting tool must be removed to stop the operation.

8. Construction safety guards; security inspectors are responsible for safety facilities inspection; gas inspection workers are responsible for hazardous gas inspections. The head of the mine is responsible for the overall supervision of the welding process.

Fourth, construction organization measures and safety responsibility division

1. On-site person in charge: supervision, confirmation of construction, safety, quality and measures of construction personnel, and proper maintenance of fire.

2. Gas cutting operator: safety inspection of construction machinery and construction materials, safety work in accordance with construction measures and the requirements of the operating procedures of this type of work, quality and quantity to complete the construction tasks.

3. On-site guardian: Check the safety facilities and construction environment, implement construction safety, quality, and measures, and confirm each construction process.

4. Sprinklers: Prepare fire-fighting facilities on the construction site, sprinkle water and cool down the construction site during construction.

5. Gas inspection workers: inspection of harmful gases at the construction site.

6. Security inspectors: inspection of safety facilities on the construction site, inspection of safety operations, inspection of fire protection facilities and implementation of measures, and confirmation of extinguishing of fire sources.

7. Report to the dispatching room that the construction is over and production can begin. After the transportation team raises the appliance, the quantity is counted and confirmed, and then submitted to the construction unit. The construction unit checks the quantity and returns it to the income bank after it is confirmed.

V. Security measures

1. Prepare two 8L dry powder fire extinguishers on site, which is responsible for the captain of the shift. Remove the safety bolts during welding. The nozzles are aligned with the welding points and ready for fire fighting.

2. Before welding, the debris within 20 meters near the welding site must be cleaned up, especially the flammable materials must be transported away. Inflammable and explosive materials are strictly forbidden on site.

3. 0.5m3 lime sand must be prepared on site to prepare for fire extinguishing during welding.

4. Before the welding, the inspector must be inspected at the site to ensure that the gas concentration within the 20m range of the construction site is less than 0.5%, and the gas concentration must be checked every 5 minutes during the welding process. When the concentration reaches 0.5% or more, the operation must be stopped immediately, and measures can be taken to continue the operation.

5. The person in charge of construction and the guardian shall supervise the safety of the construction personnel throughout the journey, so that it is not safe to construct.

6. The construction personnel shall strictly implement the safe operation and protection of the wellhead wellbore operation, and must ensure the safety of themselves and others during construction.

7. Before the construction, the electric welding tools used should be carefully inspected and found to be incomplete and unsafe to be replaced immediately. Construction tools without safety protection are not allowed to be used for construction.

8. When welding electricity and gas welding, you must accept Mars at the bottom of the working place with a non-combustible material facility.

9, when the gas cutting operation, must be below the point of gas cutting iron or iron tub melt receiving litter and Mars, gas cutting parts cut off and waste gas cooling must be timely watering to prevent burns art hot objects.

10. During operation, the operator is strictly prohibited to place the head, hands and feet between the two metal components to prevent accidents involving crushing.

11. Portable methane detectors suspended above the construction site must ensure accurate readings.

12. During the operation, the construction personnel should wear protective equipment, wear overalls, tie the cuffs, and wear protective glasses to prevent stab wounds and skin damage.

13. The fire source shall be properly kept by the person in charge of the site. It is strictly forbidden to use the fire source for other operations other than non-gas cutting operations. It is strictly forbidden for personnel to play with fire sources and arbitrarily ignite.

14. If there is a wind stop, an abnormality in the air flow or an alarm from the gas detector during the gas cutting operation, the operation must be stopped immediately, the valve of the gas cylinder must be closed, and the work can be restarted after the cause is found and returned to normal.

15. The measures used on the spot must be studied in succession. The personnel involved in the measures are required to sign the implementation record.

16. The construction link must be confirmed and signed. Each work must be confirmed by the person in charge and signed and approved before entering the next process. It is strictly forbidden to replace the signature.

17. During construction, if the person in charge of the site is temporarily absent from the site, a designated person must be appointed to perform his duties.

18. During the construction process, the head of the class, the squad leader, and the inspector of the class must be supervised and executed on the spot, and it is strictly forbidden to leave the post.

19. Participating construction personnel should be trained to hold the welding operation permit to be able to work on the job. Before the operation, carefully study and implement the construction safety technical measures, and then sign the construction on the premise of ensuring safe construction.

20. The project department sends security inspectors to the site to supervise and direct the work, and the inspectors monitor the gas concentration in the construction area.

21. The construction site is monitored by the dispatch monitoring room. It is found that there are unsafe factors and the construction personnel are immediately notified to stop the construction and evacuate the construction area.

22. The personnel involved in the construction must wear complete labor safety protection products (safety helmets, welding gloves, protective gloves, goggles, welding masks), and bring together the construction tools (set of welding tools) that can be used during the construction process.

23. Assign personnel to clean up the flammable and explosive materials that may exist at the construction site. The construction personnel will place the welding tools at the construction site.

24, the person in charge of construction is well-allocated: the person is responsible for assisting the welding; the person is responsible for the safety monitoring at the construction site; the person is responsible for welding.

Eight, construction closing measures

(1) On-site management after construction

1. After the operator completes the work within the specified time, the gas cylinder valve should be closed first, the torch and air pipe should be collected in time, and the number of gas cutting appliances and fire source should be checked.

2. At the end of the construction, the site must be cleaned, and the construction site should be sprinkled again. After the inspection, there is no abnormal situation. The construction person in charge reports to the dispatching room that the operation is completed, and the operation site can leave the operation site.

3. Assign a special person to monitor the site for 1 hour, extinguish the unextinguished source in time, cool the high temperature object, find abnormal phenomena, and immediately deal with it.

4. On-site management after construction shall be undertaken by the person in charge of the site; and the site manager shall assign full-time sprinkler to monitor the site after construction.

(2) Management of gas cylinders and construction equipment after construction

1. After the operation is completed, the gas cylinders and construction equipment must be loaded on the train to raise the well and must not be stored underground.

2, oxygen cylinders, acetylene bottles can not be installed in the same mine car, to be divided into mine vehicles transport, after inspection and confirmation, the transport team to raise the well; barometer, gas pipe and torch are carried by a special person to raise the well.

3, the ignition source is carried by the fire source carrying a person to carry the well, handed over to the team on duty.

4. After the gas cylinder and construction equipment are raised, arrange a special person (pre-construction ground preparation staff) to carefully verify the number of well-increasing equipment, and it is strictly forbidden to leave construction equipment and fire source in the underground.

5. The recovery of construction equipment shall be undertaken by the person in charge of the site; the work of the ground inspecting construction equipment and gas cylinder shall be the responsibility of the person in charge of the well.

7. After the construction is completed, the construction personnel shall promptly recycle the welding equipment to the warehouse and class it, and do not throw it away.

IX. This measure must be carried out after being studied and signed by the relevant operators. Other unfinished matters shall be strictly in accordance with the “Safety Regulations for Coal Mines”, “Technical Specifications for Safe Operation of Coal Mines”, “Technical Measures for Fire Prevention and Prevention” and related Security technical documentation is executed.
