Improve access standards for engineering rubber industry

In the bidding process, excessive focus on price has led to the inclusion of engineering and rubber products that lack quality and safety guarantees in key national projects, particularly in transportation infrastructure. This has resulted in serious damage to certain road sections and bridges. In response, Zhao Baoqin, deputy chairman of the National People's Congress, vice chairman of the Hebei Hengshui Rubber Industry Association, and chairman of the Rubber Bearing Working Department of the China Transportation Enterprise Association, called for stricter regulation of the engineering rubber product market and higher industry access standards. Zhao emphasized that the quality of transportation-related products directly affects the safety of infrastructure projects and is closely tied to the well-being of the people. According to data from the traffic authority, by 2007, there were over 6,000 "questionable bridges" nationwide, spanning more than 1,600 kilometers. This highlights the current lack of scientific rigor in the tendering process for engineering rubber products. Ensuring the quality of these materials is a critical issue concerning the safety of lives and property. It is essential to prevent low-price bids from introducing security risks, control product quality at the source, and stop substandard products from entering transportation construction projects. Engineering rubber products used in national key projects—such as transportation infrastructure—are collectively known as engineering rubbers. These include items like rubber waterstops, bridge bearings, expansion joints, building isolation parts, mechanical seals, hose rollers, and more than 100 varieties across seven major categories. Zhao Baoqin’s proposal urged that, in addition to basic requirements like production licenses and ISO9000 certification, factors such as product quality and corporate integrity should also be considered. He suggested strengthening the product quality and safety supervision system, ensuring that all procedures—from system implementation to inspection and testing—are fully in place. The company’s integrity framework should be reinforced, with strict oversight of raw material procurement and product shipments, along with improved technology and processing. This would help curb the entry of substandard products into transportation construction. Additionally, the bidding and pricing system should be further standardized, with emphasis on high-quality, premium-priced products for key national projects and public welfare initiatives. Implementing approved minimum prices and similar measures can ensure the quality and safety of rubber products, while avoiding the risks associated with low-price bids.
