Improve access standards for engineering rubber industry

In the bidding process, excessive emphasis was placed on price, leading to the inclusion of engineering and rubber products that lacked quality and safety guarantees in national key projects. This issue was particularly evident in transportation infrastructure construction, where some road sections and bridges suffered serious damage. In response, Zhao Baoqin, vice chairman of the Hebei Hengshui Rubber Industry Association, deputy chairman of the National People's Congress, and chairperson of the Rubber Bearing Working Department of the China Transportation Enterprise Association, called for stricter regulation of the engineering rubber product market and higher industry entry standards. Zhao emphasized that the quality of transportation-related products directly affects the safety of infrastructure and is closely tied to the people’s well-being. According to data from the traffic authority, by 2007, there were over 6,000 "questionable bridges" nationwide, totaling more than 1,600 kilometers. This highlights the lack of scientific rigor in the tendering process for engineering rubber products. Ensuring the quality of these materials is crucial for safeguarding both national and public safety. It is essential to prevent low-price bids from introducing security risks, control product quality at the source, and stop substandard products from entering transportation construction projects. Engineering rubber products, which support major national projects—including transportation infrastructure—include items such as rubber waterstops, bridge bearings, expansion joints, building isolation parts, mechanical seals, hose rollers, and more than 100 varieties across seven series. Zhao urged that, in addition to basic requirements like production licenses and ISO9000 certification, factors such as product quality and corporate integrity should also be considered. He advocated for a stronger quality and safety supervision system, ensuring proper implementation of inspections, testing, and preventive measures. The company’s integrity system should also be reinforced, with strict oversight of raw material procurement and product delivery, improved technology, and effective processing to eliminate substandard products from the transportation construction sector. Furthermore, the bidding and pricing system should be further standardized. For national key projects and public welfare initiatives, it is important to prioritize high-quality products at reasonable prices. Implementing approved minimum pricing and other mechanisms can ensure the quality and safety of rubber products used in infrastructure, while avoiding the risks associated with low-price bids.
