Chemical safety production management level has increased dramatically

Since the reform and opening up, the establishment and continuous improvement of safety production management systems within the petroleum and chemical industry have significantly enhanced overall safety standards. The trend toward safer operations has become more evident, with both regulatory frameworks and corporate practices evolving to better prevent accidents and protect workers. First, the industry's safety supervision system has seen steady development. In 2001, China established the State Bureau of Safety Production Supervision, which later became the General Administration of Work Safety. In October 2003, the Division of Supervision and Management of Dangerous Chemicals was set up. At the provincial and municipal levels, most regions also created specialized hazardous chemical safety agencies, forming a comprehensive and hierarchical supervision system. The former Ministry of Chemical Industry issued the "Safety Production Prohibition" as early as 1994, covering key rules such as the "Fourteen Inaccuracies," "Six Strictnesses," and "Six Prohibitions." These guidelines helped reduce the risk of accidents and improve workplace safety. Over time, national authorities developed a range of laws and regulations, including the "Regulations on the Safety Management of Hazardous Chemicals" and the "Administrative Measures for the Licensing of Hazardous Chemicals," which align with both domestic needs and international commitments, ensuring effective and practical management of hazardous materials. Second, companies have continuously improved their internal safety management systems. The concept of the "Three Fundamentals" (basic construction, basic work, and basic training) has been deeply embedded in enterprises. Major companies now have dedicated safety departments and trained personnel to monitor and manage risks. Since 1999, the annual "Ankang Cup" competition has boosted employees' safety awareness and encouraged them to address unsafe behaviors and resist improper commands. Additionally, the adoption of HSE (Health, Safety, and Environment) management systems after joining the WTO has introduced new concepts that emphasize people-centered approaches, prevention, and the goal of zero accidents and zero harm. Third, petroleum and chemical companies have widely developed emergency response plans and established rescue command systems. Regular drills ensure these systems are well-prepared, minimizing damage during incidents. These mechanisms have proven critical in recent accident responses. Furthermore, the introduction of high-tech tools like GPS satellite navigation in the mid-1990s has provided reliable support for the safe transportation of dangerous chemicals across the country. Such innovations continue to enhance the industry’s ability to manage risks effectively and maintain operational safety.
